Understanding Low-Light Survival
This two-part presentation will provide the latest proven survival techniques and theories necessary to control your subject and defeat them in a diminished light environment. Flashlight techniques will be discussed, but this course is much more than a “flashlight technique" class. You will gain tremendous insight into what happens to us in the dark, basic eye physiology, body alarm response, its effect on our ability to process information, the mind’s eye and the use of light as a force option. This presentation will bring together over 30 years of subject specific research, proven street experience, and clinical research. Patrol Deputies and Terrorism
Since the attacks of 9/11, there have been 32 significant terrorism-related events. All of our nation’s counter-terrorism measures depend on our ability to identify activities of a possible terrorist event.  This course will demonstrate how terrorism relates to patrol officers as the first line of defense, whether your jurisdictions are urban or rural. In 2007, Deputy Blakely initiated a traffic stop on a vehicle in rural South Carolina. That stop resulted in the disruption of a terrorist attack during the planning stages. It stands to date as the only Terrorist attack prevented by a patrol officer on a traffic stop. Deputy Blakely will walk you through the vehicle stop, the arrest, the court proceedings and lessons learned.

Medical & Rescue Mitigation to 4th Generation Warfare
The landscape of our world has changed dramatically over the past decade. The ability to rapidly adapt and respond to the unexpected, actively engage chaos, and regain the initiative is now a mandate. Many of our organizational systems do not measure success in an environment that is defined by increased operational tempo, high risk, and potential catastrophic outcomes. This course will dissect the anatomy of the Beslan, Virginia Tech, and Mumbai attacks. Taking these after-action reviews and applying the lessons learned to outline success for your team’s future operations is imperative. When the dust settles after an event, the headlines will always list the casualties. Mitigating the number of injured people becomes priority; having the capability to accomplish that while maintaining direct action on the threat is a must.

Tactical Combat Casualty Care (TCCC) Update: 2011
The original TCCC recommendations were somewhat at odds with civilian pre-hospital guidelines taught at the time. The advantages of having battlefield trauma guidelines customized for the tactical environment were quickly acknowledged and now TCCC is utilized Department of Defense-wide. Many civilian law enforcement and EMS agencies, including the National Tactical Officer’s Association (NTOA) and the National Association of EMT’s (NAEMT), adopted these guidelines for conducting operations in combat environments. With the Department of Defense implementation of TCCC guidelines, US forces have achieved the lowest percentage of Killed in Action and Casualty Fatality Rates in recent recordable history (1945-present). There is a continual process that updates these guidelines with an “evidence-based” approach. This course will present the latest guideline changes as well as the evidence to support the recommendations.

High Threat Extraction/Operational Rescue 
Tactical breakout teams specialize in high threat operator/civilian rescue, primary and secondary breaching techniques, immediate extraction/egress of critical casualties or team exfiltration and diversionary techniques. This concept has evolved dramatically over the past few years to meet the ever-increasing demands of Department of Defense Special Operations forces in a wide spectrum of operational arenas. The objective of an Immediate Reaction Team (IRT) is to provide a standardized approach that decreases the mortality rate of tactical operators and civilians. The basis for this resides in the applied science and study of high threat extraction, which will be covered in this session.

Building Shooters
Come open your mind to new ideas in firearms training and listen to someone who has been doing it successfully for years. Firearms instruction should be more than just teaching our officers to qualify. If repetition is the mother of all skills, stop and ask yourself, "What have I been practicing to do?" Don't continue to subscribe to "flavor of the day" training shortcuts. Raise the bar and master the basics so you can teach the basics. It's not too late to create self-reliant problem solving operators and better yourself in the process. Quit using fear as a motivator and start training your officers like the people they were hired to be. Let's run practical training ranges with adult rules and responsibilities. Let's think about what we need to be practicing and let's build shooters.

Patrol Tactical Rifle
With the increased threats of terrorism and heavily armed criminals, law enforcement has added to its arsenal: the patrol rifle. The patrol rifle provides officers with increased range, improved terminal ballistics, and additional precision. In some departments, the patrol rifle is replacing the traditional shotgun, while others maintain both for increased response flexibility. This class will address some of the fundamental selection criteria for patrol rifles, including weapon types, ammunition, sights, and support equipment. The NTOA patrol rifle fundamentals will be discussed along with recommendations and training ideas.

Electronic Armageddon
What would happen if the world as we know it suddenly changed in the blink of an eye? EMP (electromagnetic pulse) is a high-intensity burst of electromagnetic energy which can be caused by a natural event like a severe solar storm or a malicious act using a weapon like a high-altitude nuclear burst.  National experts have concluded that consequences of a natural or man-made EMP event could be long-lasting, continent-wide and cripple the US critical electricity-dependent infrastructures, which are highly vulnerable and largely unprotected. It is well known in the intelligence community that terrorist groups throughout the world are likely planning an attack such as this on the US in the foreseeable future. This course will prepare the first responder in the event of an EMP and will enable the attendee to formulate an action plan for their individual agencies, communities and perhaps most importantly for themselves and their loved ones.

This is an instructor level certification course designed to familiarize attendees with flash/sound diversion devices. Topics to be covered include: the history of operations that influenced their use for Law Enforcement, the history of the device, both psychological & physiological distractions, O.O.D.A. loop & lag times, types of explosions, primary effects of explosions & blast pressure, N.F.D.D. overview, fuze, training N.F.D.D., sting ball / separating sub-munition overview, how to physically deploy N.F.D.D., hazards & safety, render safe and practical exercise. This is a six-hour instructor certification for existing defensive tactics instructors. The seminar will cover concepts and weaknesses in defensive tactic systems, teaching strategies, as well as countering edged-weapon attacks while standing or on the ground. Teaching guides will be made available. There will be a final test, which will include a written test, a physical performance test and a teaching test. You will have to attend the TREXPO seminar on Friday and serve as assistants. Upon successful completion of the course, you will receive a certificate of instruction and free conferencing with Combined Combatives, which is good for three years.

Handcuffing & Counter Cuffing Awareness
There are many ways in which to apply handcuffs, but will the methods you choose be the safest and keep you out of harm's way?  “Counter cuffing” techniques are becoming more prevalent among criminals, both on the street and incarcerated. These techniques and tactics exploit weaknesses and vulnerabilities in common law enforcement cuffing procedures which could result in serious injury or even death for the officer.  This course will show you warning signs and behaviors to look for when placing an individual in handcuffs, and will expose vulnerabilities of some common law enforcement cuffing techniques. You will be taught methods of applying handcuffs that will not only give you a solid tactical advantage, but that can be applied from a variety of control positions.
